Charter of duties of various units of DGT HQ
The DG Telecom is pleased to re-designate the existing units of DGT HQ and to issue a comprehensive charter of duties and responsibilities of various units of DGT HQ as follows
Administration
The following duties & responsibilities will bedischarged by the Administration unit of DGT HQ:
- General Administration matters.
- Staff matters-Transfer/deputation cases forwarding/Look after etc.
- Establishment- Sanctioned/posted status, office space matters, NoC for Passport and foreign travel. NOC & MHA ID Card for all the staff of DGT Hq and LSAs.
- Bill related to LTC/TA and other relate cases of LSA heads.
- PG cases/Appeal cases and its coordination with LSAS.
- All matters relating to Right to Information and the Central Information Commission.
- Estimates of LSAS and DGT HQ.
- Parliament Questions/ Assurances/other related matters.
- Holding of national level workshops/Conferences, etc.
- EMF awareness workshops.
- NTIPRIT Training nominations.
- Administrative audit Inspection of LSA.
- Quarterly News Letter "Sanchar Samvaad".
- Vigilance related matter and vigilance awareness week conduction.
- Presidential Order implementation status.
- Tendering related works.
- General matters and housekeeping.
- Budgeting of DG T Hq / Salary/Income tax/NPS/GPF matters.
- Procurements of Goods and services/bills processing.
- Any other work assigned from time to time.
Security & Rural
The following duties & responsibilities will be discharged by the Security & Rural unit of DGT HQ:
- Matters related to National Security and Lawful Interception.
- Policy issues related to security matters.
- Act as a technical Interface between security agencies and Telecom Service Providers (TSPs).
- CMS/IMS related issues including CCB, IMG, SOP, AMC etc.
- Curbing Illegal activities/control over clandestine / illegal operation of telecom Networks.
- Cybercrime related matters including I4C portal, SOP etc.
- Analysis of call/subscription/traffic data of various licensees.
- Security related inspections of Internet Leased line, International / National Private leased circuit.
- Crosscheck Network Security Audit of Telecom Service Providers (TSPs) & ISPs.
- Blocking of URL and its monitoring in coordination with LSA/ISP/TSP.
- Detection and Analysis of Non-genuine IMEI cases and Implementation of CEIR project.
- Implementation & Monitoring of security related projects like TAFCOP, GMA, ASTR, DIU etc.
- Survey for Submarine Cables.
- Spill over of foreign TSPs' signals from neighbouring countries- Monitoring and co-ordination with LSAs, WMO and other agencies.
- Policy issues related to Security Issues.
- Mobile coverage in rural areas - uncovered villages, RF coverage portal.
- Network coverage / connectivity of villages for Direct benefit transfer (DBT) Mission and of banks in rural areas under financial inclusion planning.
- Design, planning, implementation and monitoring of projects funded by USOF. (xix) Improving mobile signal coverage in international border areas - Monitoring and co-ordination with TSPs, LSAs, WMO and other agencies.
- Rural coverage.
- VIP references.
- Court cases and related matters.
- Any other work assigned from time to time.
Licensing Compliance
The following duties & responsibilities will be discharged by the Licensing Compliance unit of DGT HQ:
- PM-WANI related matters.
- Subscriber Verification/CAF related matters.
- EMF related matters.
- Service Testing/Roll-out Obligations related matters.
- Tarang Sanchar Related matters.
- Inspection of licensees related matters such as Access Service, ISP, NLD, ILD, VNO, Audiotex etc.
- Examination of violation of licences and coordination with licensing wing.
- Digital Intelligence Unit (DIU) related issues.
- Matters related to telemarketers.
- IP-1 related matters.
- Matters related to TRAI Recommendations.
- MNP related matters.
- QoS, Drive test and Call Drop related matters.
- MIS reports related to CAF, EMF, Service Testing, Budget, Inspections, PM- WANI etc.
- Decentralization of ISP license signing related matters.
- Merger, Acquisition and Amalgamation of licenses related matters. (xvii) Issuance of NOC for release of BG cases.
- International Calling Cards (ICC)/Global Calling Cards related matters.
- Coordination with LSAs for Implementation of Emergency Mechanism (112) & for Implementation of Short Codes.
- Budgeting of LSAs.
- Audit matters.
- Any other work assigned from time to time.
New Technology
The following duties & responsibilities will be discharged by the New Technology unit of DGT HQ:IT infrastructure and management.
- Matters related to new technologies such as 5G, IOT, block chain etc.
- Telecom services in response to Disaster Management and its implementation in LSAs.
- Assistance in natural calamities or emergency situations.
- Design, Development and Maintenance Related Activities of Web Sites and Web Portals under DGT/LSA.
- Design and development maintenance of mobile apps under DGT/LSA.
- Maintenance of e-office of DGT hq and LSAs.
- Implementation of Time Synchronization across all the telecom networks.
- Social Media Handling - Amplification of Social Media.
- MTCTE Surveillance implementation, Portal Development and related matters.
- Digital Communication Technology (DCT) ecosystem with Start-Ups, SMEs, Incubators, Hubs, etc.
- Matters related to IPv6 implementation.
- Coordination with IT Wing, NT Wing, SRI wing, DM wing of DoT and LSA field units.
- Implementation of environmentally sustainable technologies in rural areas.
- Promoting and incentivizing deployment of solar and green energy for telecom towers.
- Any other work assigned from time to time.
Electrical
The following duties & responsibilities will be discharged by the Electrical unit of DGT HQ: (0 Incentivizing use of renewable energy technologies (RETs) in the communication sector.
- Strengthening the field units of DoT to ensure effective execution and monitoring of Dot policies.
- Playing a vital role to fit to new requirements in the fields of renewable energy, powering of telecom towers without regular electricity connection, energy efficiency and conservation, reducing diesel consumption in telecom operations.
- Ensuring safety of electrical installations as per CEA Regulations 2010, reducing of carbon footprint etc.
- Providing and maintaining the building infrastructure in the department and performing related functions including energy conservation and fire safety of infrastructure.
- Any other work assigned from time to time.
- 1. Further, National Broadband mission was launched by the Government on 17.12.2019 with a vision to enable fast track growth of digital communications infrastructure, to bridge the digital divide for digital empowerment and inclusion, and to provide affordable and universal access of broadband for all. For effective and time bound implementation of various deliverables, NBM Directorate has been established under Director General (Telecom) as per the letter No, 2-17/2021- Policy dated 09.11.2021 which includes:
- ROW Matters-Development and maintenance of Sugam Sanchar-a Centralised portal for Right of Way (ROW) approvals, State/UT ROW Policy alignment with Central IT ROW rules 2016 etc.
- NDCP related matter.
- PM review matter.
- Coordinating with DPIIT for Geospatial mapping of telecom infrastructure under PM GatiShakti National Master Plan (NMP)
- Azadi Ka Amrit Mahotsav (AKAM) related matter - finalizing award parameters and to coordinate for online submission of such parameters for Hon`ble PM's proposed Award to Districts for Broadband
- National Broadband Mission and Rural Coverage.
- Wireline BB connectivity.
- Mobile BB & Telephony.
- Mapping of BB connectivity across all villages in India.
- Geospatial information of the entire telecom network of India (viz, fibers, towers etc).
- Kushal Sanchar App.
- Tower OFC Mapping through BISAG-N.
